Gatwick lost £50 million and nobody ever found a drone

Gatwick lost around thirty hours and roughly £50 million to sightings whose physical cause was never established. The operational lesson is about ambiguity, not simply airport security.

Between 19 and 21 December 2018, reported drone sightings closed the runway at London Gatwick, Britain's second-busiest airport, across three days of the busiest travel week of the year. Sussex Police described a shutdown of around thirty hours. Roughly a thousand flights were cancelled or diverted and about 140,000 passengers were affected. easyJet alone put its losses at £15 million. Contemporaneous reporting placed the combined cost to the airport and its airlines at around £50 million, and policing the incident cost almost £1 million on top of that.

The response was substantial. Ten RAF personnel deployed counter-drone systems on 20 December, and the military presence was not withdrawn until the episode had run its course.

What makes Gatwick worth studying is what the investigation found, which is very little.

Sussex Police recorded 129 separate reports of drone activity, of which 109 came from witnesses it assessed as credible, including pilots and airport staff. No drone was recovered. No photograph or video was provided to police, despite press photographers with professional equipment on site within hours. The Civil Aviation Authority and the Department for Transport both confirm they hold no description of the aircraft. Not a single flying pilot filed a report in the vicinity over the period, and police air support crews saw neither a drone nor an operator on any occasion they flew. After the RAF equipment arrived, visual sightings continued but were not corroborated by it. The investigation closed in September 2019 with, in the words of the assistant chief constable, "no further realistic lines of enquiry."

The record does not settle whether a drone was ever there. Sussex Police maintained throughout that this was a genuine malicious act, and 109 credible witnesses is not a trivial evidentiary base. Against that sits the absence of every form of corroboration one would expect, and some analysts have concluded that at least part of the episode was misidentification amplified by reporting. A planner does not need to adjudicate between those readings, and should not try.

That is precisely the lesson. An airport lost thirty hours and £50 million to sightings whose physical cause was never established. Four things follow, and they apply to an Australian critical infrastructure operator without modification.

The disruption was the attack, whether or not there was an attacker. Gatwick lost no aircraft, no building and no person. What it lost was a day and a half, and the cost of that time exceeded the cost of almost any physical damage a small drone could realistically have caused. Most Australian organisations assessing this risk are implicitly modelling a payload. The more likely scenario, and the more expensive one, involves nothing being delivered at all.

The absence of detection did not merely prevent a response. It prevented a decision. This is the part most often missed. Because nobody could confirm whether a drone was present, nobody could confirm when it was safe to reopen. That is a significant part of why the closure ran across three days rather than one evening. The operational question during an incident like this is not "can we bring it down", which for an Australian civilian operator is not lawfully available anyway. It is "can we say, defensibly, that it is safe to resume". Without a sensor picture, the answer is no, and the conservative decision is the only available one.

A trialled capability is not an operational one. Gatwick had engaged with drone detection before December 2018 and had no working network in place when it was needed.

Capability brought in during a crisis behaves differently from capability integrated beforehand. The RAF equipment that arrived on 20 December did not corroborate the sightings that continued after it was in place. By the time a specialist capability is being driven to a site, the decisions that mattered have already been made without it.

The uncomfortable implication is that the thing most Australian operators would instinctively buy against this risk, some form of physical protection or hardening, addresses almost none of it. Hardening protects against a payload. It does nothing about ambiguity, and ambiguity is what closed the runway.

What does address it is narrower and cheaper than most people expect: the ability to resolve a sighting quickly, and the ability to say publicly and defensibly what is and is not known while it remains unresolved. The first requires a sensor picture adequate to rule things out, not to defeat them. The second requires a communications position drafted before the day rather than during it. The 2024 drone wave over the northeastern United States did much of its damage to public confidence through shifting official explanations rather than through the sightings themselves. The standard to aim for is not certainty, which will rarely be available. It is consistency.
